Creates a new javafx.beans.binding.DoubleBinding that calculates the division of a constant value and the value of a javafx.beans.value.ObservableNumberValue.

Parameters:

op1		the constant value
op2		the ObservableNumberValue

Returns:  the new DoubleBinding

if the ObservableNumberValue is null
