Returns a new DecimalFormatSymbols instance for the specified locale.

Parameters:

locale

the desired locale

Returns:  a DecimalFormatSymbols instance.

Exceptions:

NullPointerException		if locale is null
IllegalArgumentException		if locale isn't one of the locales returned from java.util.spi.LocaleServiceProvider.getAvailableLocales().
